Peng Chen, P.E.
Peng Chen, P.E., is the Founder and Principal of Polaris Bridge Engineering LLC. He has more than 20 years of progressive experience in bridge and structural engineering, with expertise in bridge design, rehabilitation, load rating, inspection, structural assessment, temporary works, shop drawings, and construction engineering.
His representative experience includes complex steel plate girder, prestressed concrete, and continuous composite bridge systems delivered for major federal, state, railroad, transit, airport, and transportation programs. His work has involved bridge and facility assignments associated with VDOT, NYSDOT, NJDOT, ODOT, TxDOT, TDOT, the Port Authority of New York and New Jersey, CSX Transportation, and MTA New York City Transit.
Peng has contributed to major design-build and transit infrastructure programs, including Virginia’s Hampton Roads Bridge-Tunnel Expansion and the MTA Long Island Rail Road East Side Access Project in New York City. His prior PANYNJ experience includes serving as structural inspection Team Leader for airport and marine-terminal facilities at JFK, Newark Liberty, LaGuardia, Port Newark, and Port Elizabeth.
Having served as a structural designer, construction engineer, owner’s representative, and consulting engineer, Peng understands the priorities of public owners, prime consultants, contractors, and field teams. He develops practical, constructible, and cost-conscious solutions while considering safety, long-term performance, maintenance, and durability.
Peng is an FHWA NBIS Certified Bridge Inspector and a licensed Professional Engineer in Virginia, Maryland, Washington, D.C., New York, New Jersey, and Washington State. His technical background includes AASHTO, AREMA, FHWA, ACI, AISC, ASCE, IBC, and state DOT standards and specifications.
