Peng Chen, P.E.
Peng Chen is the Founder and Principal of Polaris Bridge Engineering and Consulting. He has more than 20 years of progressive experience in bridge and structural engineering, specializing in bridge design, rehabilitation, load rating, inspection, shop drawings, and construction engineering services for major federal, state, railroad, and transit agencies.
Throughout his career, Peng has successfully delivered complex, multi-span bridge projects involving steel plate girder, prestressed concrete, and continuous composite bridge systems for numerous transportation agencies, including the Virginia, New York, New Jersey, Ohio, Texas, and Tennessee Departments of Transportation, as well as the Port Authority of New York and New Jersey, CSX Transportation, MTA New York City Transit, and the Washington Metropolitan Area Transit Authority (WMATA).
Peng has extensive experience leading large, complex design-build projects, including Virginia's Hampton Roads Bridge-Tunnel Expansion and the MTA Long Island Rail Road (LIRR) East Side Access Project in New York City. His technical expertise spans the entire project lifecycle — from planning and design through construction and asset management.
As an FHWA National Bridge Inspection Standards (NBIS) Certified Bridge Inspector and licensed Professional Engineer in Virginia, Maryland, Washington, D.C., New York, and New Jersey, Peng possesses deep expertise in AASHTO, AREMA, and FHWA standards and industry best practices.
Having served as a structural designer, construction engineer, owner's representative, and consulting engineer, Peng brings a unique perspective to every assignment. He understands the challenges and priorities of project owners, contractors, and designers alike, enabling him to develop practical, constructible, and cost-effective engineering solutions. He approaches every project with a lifecycle perspective, considering not only the immediate design requirements but also the long-term performance, maintenance, and durability of the structure.
Peng earned his Master of Science in Civil Engineering from Rutgers University. In addition to his multi-state professional engineering licenses, he maintains FHWA certifications in Bridge Inspection and Tunnel Inspection and can readily obtain licensure in additional jurisdictions as project needs require.
